Stephan Billiard

Stephan Billiard was convicted of murder based on the false testimony of a police informant who was in a landlord/tenant dispute with Stephen.  The informant who claimed she witnessed Stephen’s involvement with the murder was smoking crack cocaine at the time of the incident.  Stephan spent 23 years in prison for a crime he did not commit.  For more information about Stephan’s case go to: https://californiainnocenceproject.org/read-their-stories/stephan-billiard/
